FLC (First Level checking) process started in order of preparations for Bihar Assembly Election 2025
The first level checking (FLC) process of EVM machines has started from 2 May 2025 under the preparations for Bihar Assembly General Election 2025. This process will be performed in all 38 districts of the state by a phased manner by 30 June 2025.The FLC process is operated by 13 specialist teams of Electronics Corporation of India Limited (ECIL), in which a total of 189 engineers have been deputed. In the first phase, these teams have started FLC work in 13 districts- Kishanganj, Saharsa, Purnia, Banka, Darbhanga, Nalanda, Begusarai, Gaya, East Champaran, Saran, Siwan, Patna and Sitamarhi.To make the FLC process transparent and reliable, information about FLC schedule will be provided to district level authorized representatives of all recognized national and state level political parties two days in advance. Only authorized delegates will be allowed to appear at FLC sites and inspection. Identity cards will be issued by the District Election Officer for them.Armed forces have been deployed to protect FLC sites. Also, all working personnel, engineers and authorized persons entering the FLC site will be examined with metal detectors and the entire process is being monitored with the help of CCTV cameras. No non-committed person will be allowed to enter the FLC site. The use of electronic devices has also been banned at the FLC site.Each day the District Election Officer will inspect the FLC site himself. Additionally, a control room has been set up at the district level, from where real -time monitoring is being ensured through webcasting of FLC process. After the FLC process is completed, the list of machines passed in the investigation will be shared with all recognized political parties.
